Formula 1 cars have a greater degree of fireproofing and structural integrity so I would lean toward them as being safer all the way around.

F1 cars are built to endure collisions at very high speeds and there have been many accidents when drivers have emerged virtually unscathed. Rally cars are also very strong and durable but overall I think an F1 car is safer.

F1 cars have went massive upgrades over their safety.
Robert Kubica, went though a crash in 2007, average deceleration of 28g but went as high as 75 g. He hit the barrier at about 180mph, or around 300 kph.
He only suffered a light concussion and a sprained ankle.
Sp F1 cars are way more safer.
