I don’t know of any racing schools in your area… sorry. Check the Autodrome, which is apparently a world-class venue, but that is all I know of it.

But the best way to start (and you are the right age) is to find the local karting track - they are small, open-wheel cars (much like go-carts at amusement parks but much faster and professional)
One can start competing in local races, then move on to regional. The world-wide karting circuit is almost like F1, in that competitors travel the world and race to be world champion. It takes money, but it is how many F1 racers started as teenagers. Check out the link below for more information!
From there you can move on to other Formula style racing, and even Formula 3000. If you do well there, you may be noticed by one of the F1 teams and offered a test-drive position… where you go is up to you. Just remember that there are many, many other young drivers who hope to be in F1, too… So race hard, race fast, and race well. Good luck.

At 13….. your best bet would be to get involved in KART Racing
When you hit 16/17, if you want to get as far as Formula1 then you’ll most likely have to leave Dubai and come to Britain / Europe to race in something like Formula Ford / Formula Renault, etc for a year or two.. then try to get into British Formula3 - following in the footsteps of the likes of Ayrton Senna, David Coulthard, Rubens Barrichello, Narain Karthikeyan, Takuma Sato + others#

Karting is always the beginning for every F1 driver. Khaldoon al Mubarak (Current Manchester City chairman) is a HUGE F1 fan and the main person responsible for bringing the Abu Dhabi Grand Prix to the calendar this year. It’s obvious that Asia will become a major stomping ground for Formula One in the future so don’t feel put off. I’d keep an eye open for Karting clubs in Dubai
This website worldtravel4indians speaks about karting in Dubai or you can google Dubai Karting Clubs. It should come up with a lot of information for you.
