200-500 pounds

The minimum weight restriction is 605kg including the driver. The actual cars weigh less at about 450kg.

yes the cars weigh 605kg including the driver. They could weight considerably less if they were allowed. In fact it would make more sense from a safety point of view as there would be less energy to dissipate.

Just over 1300 pounds (including the driver).

I agree with Diarmuid M. The cars have a minimum weight. When the cars are designed and built there weight is far below the minimum. They add weights throughout the car to meet the minimum, as well as for weight distribution and balance. I always thought it was weird when a car is hauled off that most of the cars would lean forward with the nose closer to the ground then the rear where the power plant and what not are.
I remember a few years ago 1998-1999 at the British GP where one of the weights actually came off of Mika Hakkinens car. But if the minimum weight of the cars were lowered and allowed to have the same power plant then the cars would unbelievably fast in every which way.

The regulation states that the minimum weight should be 605 kg with the driver. But about 500 kilos only without the ballast and driver.

605 min kg with driver is right
on a side note honda revealed a couple of years back that 30% of the cars weight was balast.
