start by renting… then ask around… what kind of series/make/engine that your track supports… 200 hmmm… im not too familiar with used chassis and engines in europe… but im guessing a decent one should double that… lets say a year old chassis mated to a decent kt100 should be about 400… good luck !

If you have a local kart track, they should have a loaner kart you can try. You might have a local kart club that organizes the racing season, there will usually be someone selling their old karts so they can buy new ones. The kind of kart depends how old you are. If you want to compete, you have to fit into a racing class.. Check the WKA website. Im not sure if that is only for the States but if you email some one on that site im sure they will help you.. Good luck.. I love karting. Im 30 years old and I drive a 125cc honda shifter kart..
